Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are issued from different nations. Significant resources is allocated on containing certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "peace".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from across the border, a capacity afforded by timely intelligence. From vantage locations, military aircraft that had been dispatched to counter approaching aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by Western nations. Every launch shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: maybe the incoming missile won't hit its mark this time, sparing the city from ruin and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a defensive team – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the early updates: several casualties, devastation and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on Western support – a dependence that European nations are demonstrably unable to replace in the short term.
Ineffective Peace Efforts
The comprehensive proposal from Washington sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, certainly, endure.
Strategic Calculations
It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration operates on a premise well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is impossible to force Russia to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, US leadership does minimal to discourage Russia, through statements or actions, from assuming that the status quo will not evolve additionally in its favour in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a entire defensive failure until circumstances change in its favour.
Existing Situation
Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to terminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all did their job.
While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
